Aquino nagpasalamat sa DFA sa paningkamot pagtuman sa kaharian sa Pilipinas

PAGADIAN CITY, July 27 (PIA) – Si Presidente Benigno S. Aquino III mipadayag sa iyang pagdayeg sa Department of Foreign Affairs sa iyang mapadayonong paningkamot pagsunod sa kaharian sa Pilipinas sa pagdala sa mga claimants sa gikabangian nga dapit sa West Philippine Sea.

Sa iyang pakigpulogn sa ika-114 nga  Founding Anniversary sa DFA sa dakbayan sa  Pasay ning Huwbes, ang Presidente nagkanayon nga ang DFA ang miduso sa Code of Conduct sa gikabangian nga dapit subay sa iyang mando nga makab-ot ang solusyon sa maong isyu sadiplomatikanhong nga pamaagi.

Tabak commander, ZamboSur police chief give “10” rating to Aquino’s SONA

PAGADIAN CITY, July 27 (PIA) – 1st Infantry (Tabak) division commander BGen. Ricardo Rainer Cruz III hailed President Benigno Aquino III on his 3rd State of the Nation Address (SONA) delivered on Monday at the Batasang Pambansa Complex in Quezon City.

Cruz, who along with his officers and men spent time at the division headquarters to watch the President’s speech said this year’s SONA was more convincing than the previous years saying that the President sincerely reported the accomplishments of his administration.

The army chief said he was grateful for the continued and unparalleled support to the modernization and capability upgrade of the AFP.

“I am very grateful that President Aquino gave his unrelenting and full support to the modernization and capability upgrade of the AFP . Providing soldiers with modern equipments and giving them good benefits will further motivate them to perform better and deliver effective and efficient services to the people, which is their obligation to our country,” Cruz said.

He added that the  AFP’s modernization program will certainly provide bright future for the soldiers and help solve insurgency problem in our country. “With the implementation of low cost housing program of the AFP and PNP, it greatly helped ease the soldiers’ financial burdens,” Cruz opined.

On a scale of 1-10,  Cruz gave the President an excellent grade of “10” cognizant of the president’s achievements in a span of more than two years.

Zamboanga del Sur police provincial director Sr. Supt. William T. Manzan was elated and satisfied to hear what the President mentioned in his SONA, on strengthening  the entire country’s police force by providing 74,600 guns to bring down crime rate.

Manzan said the President indeed, brings good news to the PNP saying that the organization needs firearms in protecting the citizens and in the implementation of peace and order especially in the remote areas.

“The acquisition of firearms will help the police to effectively reduce crime rate and improve their performance,” Manzan said who is optimistic that mobility as an essential police equipment, will also be included in the bidding by the PNP national headquarters.

Manzan was pleased that the problem was given immediate attention by the government. “We will wait for the time when these firearms will be issued to the policemen,” Manzan said.

“I admire the President for having a heart for the PNP. I gave him a grade of 10,” Manzan announced.

Meanwhile, Zamboanga del Sur-Pagadian Press Club, Inc. (ZPPI) president Vic del Pilar praised the administration of Aquino for instituting reforms and for his “personal” fight against corruption but said he failed to give the updates of his anti-corruption campaign.

Del Pilar cited the president for building sufficient infrastructure projects generating substantial job opportunities for Filipinos specifically the upgrading, expansion and modernization of airports in which he mentioned Pagadian City airport as one of the 12 airport projects in his SONA.

“I thank the President for mentioning Pagadian airport. With this, I am confident that our city will now  be included in the country’s map of development,” he said. Del Pilar gave the president a rating of “7”. (ALT/GCC/PIA9-Zambosur)

Disaster preparedness forum held in Polanco town

POLANCO, Zamboanga del Norte, July 26 (PIA) - - Around 300 high school students participated in the disaster preparedness forum and drill held recently at the Polanco National High School (PNHS) in this town.

The forum speakers were composed of Office of Civil Defense (OCD)-9 Regional Director Adriano Fuego, Philippine Atmospheric, Geophysical and Astronomical Administration (PAG-ASA)-9 Chief Meteorological Officer Maribel “Hasanah” Enriquez, Philippine Information Agency (PIA)-9 Regional Director Noemi B. Edaga and Dr. Victor Bernido of OCD-9.

Director Fuego tackled the different kinds of disasters that pose danger to life and properties. He also presented the areas/places in the country that are prone to natural disasters like flooding, mudslides, tsunamis and others.

Meteorological Officer Enriquez, on the other hand, discussed climate change and its adverse effects on the environment.

For her part, Director Edaga challenged the participants to always apply and remember what they have learned from the activity in order to protect their lives in case natural disaster comes.

PNHS School Principal Arnulfo G. Subebe also expressed his gratitude to OCD, PAG-ASA and PIA for holding such a forum in his school knowing that Polanco is one of the flood-prone areas in Zamboanga del Norte.

It has two big rivers that meet near the poblacion area. When these rivers swell, floodwaters would inundate the town proper and other low-lying barangays in the municipality.

Butuan to host MINBIZCON 2012

DIPOLOG CITY, July 26 (PIA) - - As Butuan City will celebrate its foundation day on Aug. 2, business leaders from all over Mindanao and other parts of the country together with key government officials shall also converge there for the 21st Mindanao Business Conference.

Jointly hosted by the Butuan City Chamber of Commerce and Industry Foundation, Inc. and the City Government of Butuan, the conference will run for three days with the theme, “Invest Mindanao… Towards a More Inclusive, Progressive and Greener Future.”

Dipolog Chamber of Commerce and Industry (DCCI) President Atty. Paul G. Gudmalin told the Philippine Information Agency (PIA) that the MINBIZCON, which will be held at the Almont Hotel’s Inland Resort along J.C. Aquino Avenue, Butuan City, is going to discuss the Mindanao 2020 plan, doing business with Japan and China, Mindanao product champions, ASEAN integration, the challenges in making Mindanao industries competitive, credit access and policy environment to support MSMEs and others.

It was also learned that US Ambassador to the Philippines Harry K. Thomas was invited to serve as the keynote speaker in the opening ceremonies.

Ambassadors of Japan, China and Korea have also been invited to grace the MINBIZCON opening program.

The organizers have also invited President Benigno Simeon C. Aquino III to serve as the guest of honor during the closing ceremonies.

PCOO launches Pilipinas Natin in Zanorte

DIPOLOG CITY, JULY 26(PIA)--- Hundreds of students from the two (2) campuses of the lone state university in Zamboanga del Norte have responded to the call for volunteerism as the Presidential Communication Operations Office, through the Office of Special Concerns launched Pilipinas Natin forum in the province. 

The first Pilipinas Natin forum was held in the morning of July 18, 2012 at the Jose Rizal Memorial State University-Dipolog campus, while the second forum was held at the JRMSU-Dapitan City (main) campus in the afternoon of the same day.

June G. Joson, Overall-Coordinator of the Pilipinas Natin project said Pilipinas Natin is a campaign to volunteerism movement that thrives on the people’s continuing response to the call for change. It is a call for active involvement of the citizens, particularly the youth and cultivates the Filipino culture of caring, sharing and Bayanihan.

It creates an enabling environment where every Filipino is given the chance to contribute to the work of nation-building thru concrete and grounded activities that promotes township development and people empowerment.

Joson, who represented Jose Marie M. OquiƱana, Undersecretary for Special Concerns, cited the importance of love of country and volunteerism in reviving the once beautiful Philippines that we had.

In both fora, Joson, urged the students show their love to our country by being involve in volunteer services and invited the students to join Pilipinas Natin and help build a better Philippines.

The fora which served as a jump-off point of the Pilipinas Natin Project will be followed up by a Balangayan Camp scheduled to be held in Dipolog City (August 3)  and Dapitan City(August 17). (ATR/PIA9-Zambo Norte)    

PWDs join tree planting activity

PAGADIAN CITY, July 26 (PIA) -- Physical disability is not a hindrance to contributing to the preservation and protection of the environment. 

This was proven by 30 persons with disabilities (PWDs) who actively joined the tree planting activity organized by the City Environment and Natural Resources Office (CENRO) at Brgy. Balintawak. 

The activity is in line with the commemoration of the 34th National Disability Prevention and Rehabilitation (NDPR) week on July 17-23, which espouses the theme “Mainstreaming of Persons with Disabilities in Economic Development.” 

Zamboanga del Sur Federation of Differently-Abled Persons, Inc. (ZSFDAPI) Pres. Benjamin Solivio said he was happy that a tree planting activity was included in this year’s celebration. 

“We are happy that the government included the tree planting activity in this year’s celebration. Despite our physical limitations, we will perform our social obligation to the community by planting trees. We want to show to the world that we are productive members in the community and we can contribute not only on the economic development but also in the protection and preservation of our environment,” Solivio said. 

Solivio, who is physically handicapped, said it is s a joy to see PWDs with one hand, and one leg planting trees in the area. 

Department of Environment and Natural Resources Office (DENR) information officer Nenita Ascura said they conducted an information campaign on the National Greening Program, especially on the importance of planting trees before the activity was held. 

Ascura said the DENR involved the PWDs in the re-greening activities because they are potential and productive workers, notwithstanding their physical limitations. 

Ascura observed that PWDs have shown their active support to the program throughout the entire activity. 

She said they will not only teach them how to plant trees but also teach them how to regularly take care of it. 

The information officer added that CENRO has identified the planting site, digged the holes, and supplied planting materials. 

“Around 30 mahogany seedlings were distributed to the PWDs,” she said. (GCC/PIA9-Zambosur) 

ISAWAD marks 25 years with bigger, better, bolder services

ISABELA CITY, Basilan, July 25 (PIA) – The Isabela Water District (ISAWAD) in Basilan marked its 25 years of bringing quality and safe water services to IsabelaƱos with a testimonial luncheon last July 5, 2012, showcasing what it called bigger, better, and bolder services.
  
Looking back at the significant achievements of ISAWAD, General Manager Aleli C. Almodovar thanked all institutions who have supported the agency for several years now who are “always ready to lend a hand and assistance, our beacon of hope, in our most trying times.”

“It was tough at the beginning, even tougher along the way but the wisdom, guidance, support, and inspiration of our colleagues in many government agencies and partners from financial and non-governmental organizations, as well as the generosity of individual and corporate benefactors drove us to surmount all obstacles, to defy the odds, and to rise beyond expectations,” Almodovar noted.

She cited the role of the people of Isabela for making the “road to success” more rewarding, saying that without the concessionaires’ loyalty and respect, “the resurgence of the agency from its doomed failure would not have been as far-reaching and highly regarded in the industry.”

ISAWAD Board of Directors Chairman Dr. Francisco C. Pioquinto said the agency stands out as one of the most successful agencies in the water industry, but admits that its route to the pinnacle of success has rather been a difficult struggle.

“During its infancy, the fight for survival of its existence in the future was uncertain and beset by all sorts of problems. Nevertheless, with the strong resolve of the management, the cooperation of a dynamic board of directors, the employees’ support and hard work, the help and guidance from government agencies as well as from many non-governmental organizations, individual and corporate benefactors, with the Divine Providence, ISAWAD emerges bigger, better, and bolder now,” he said.

Pioquinto also announced that a commemorative coffee table book is presented, which chronicles the 25 years that features the testimonies from the people and captures the memories off those who have been part of the significant events of ISAWAD.

The document reveals that the water system of Isabela was originally established in 1948 through the initiatives of the City Government of Basilan. Its source facilities located in Barangay Menzi were initially developed to serve the Isabela Poblacion.

With the rapid increase of population, a 380 cu.m. ground reservoir was constructed at Barangay Menzi in 1954 as additional water from the excess of the two springs of the Menzi Agricultural Plantation was tapped. During this period, a pumping system was operated to bring water from the intake boxes to the reservoir for distribution to the system by gravity.

In 1965, the National Waterworks and Sewerage Authority took over the management of the water system and implemented subsequent expansion and improvement programs. Upon the conversion of Basilan City into a province, the municipal government of Isabela then took over the operation and maintenance of the water system in 1973 as the Municipal Waterworks System.

On September 28, 1978, President Ferdinand E. Marcos issued Presidential Decree 198, declaring a national policy favoring local operation and control of water systems, authorizing the formation of local water districts and providing for the government and administration of such districts, among other purposes.

With the difficulty of water supply after the pumping operations ceased operation in 1978 due to high operational costs, the municipal government constructed an additional 100 cu.m. ground reservoir in 1984 located beside the existing 50 cu.m. reservoir constructed by the Department of Public Works and Highways in 1973.

At the same time, a grant from the Catholic Relief Services through the late Bishop Jose Ma. Querexeta, CMF enabled the installation of the 100 mm PVC transmission pipelines from the Menzi Reservoir to Barangay Sunrise.

A caucus with Provincial Government of Basilan headed by Officer-in-Charge Governor Louie W. Alano together with other stakeholders resulted in plans for the formation of the Metro Basilan Water District or water districts in all the seven municipalities of Basilan through the assistance of the Local Water Utilities Administration. Subsequently, Lamitan Water District was formed in 1986 and Isabela Water District in 1987 during the administration of then Isabela Municipal Mayor Herminio Montebon.

The birth of ISAWAD

On June 4, 1987, the Sangguniang Bayan of Isabela passed Resolution No. 1109 creating the Isabela Water District, which also paved the way for filing the said resolution with the Secretary of the Local Water Utilities Administration that duly formed the water district on July 5, 1987.

Since then, ISAWAD embarked on various projects in upgrading its system and facilities to serve the concessionaires. But the bolder step came when LWUA took over the management of the water district in 2002 and appointed Aleli C. Almodovar as Interim General Manager.

Under the new management, a dramatic change and facelift  was undertaken without let-up that paved the way for the completion of the La Paz Water Supply Pumping System, established with the financial assistance from the Prelature of Isabela; the implementation of a full-scale metering program in 2002; and the apprehension of illegal connections and tampered meters in 2003.

Also in 2003, the water source development at the Aguada River-Bucol Falls was undertaken with the installation of 2km. transmission pipelines, and construction of the rapid sand filtration plant at Menzi, completed in partnership with the Isabela City Government and the United Workers Agrarian Reform Beneficiaries Multi-Purpose Cooperative (UWARBMPC).

In 2006, ISAWAD received the LWUA Special Award for Innovation as the lone water district with a resort facility, which it developed in 2004 initially for exclusive use of its employees and their families but was later opened to the public as an affordable leisure facility for the IsabelaƱos.

Bigger, better, bolder

With her display of unprecedented leadership, Almodovar was formally installed in 2005 as the new General Manager. Her effective management skills has encouraged the people under her wings to propel better and worked as a team in providing better services to the public.

More significant projects were implemented. A P25.7 million loan from Kreditanstalt feur Wiederaufbau (KfW) in Germany with local counterpart from Isabela City Government completed the source development at Kapatagan Grande River, installed the 5 kms. of transmission pipelines and filtomat for the Menzi Filtration Plant, construction of sedimentation basin and rapid sand filtration plant at Balanban, and the rehabilitation of distribution pipelines within Isabela City poblacion.

ISAWAD also invested in rubber farming in 2007 as an income-generating measure in addition to coconut farming to subsidize future water supply improvements as well as institutional and organizational advancement. In the same year, it also developed and completed the Balanban campsite that envisioned becoming the first eco-tourism adventure park in the city.

Almodovar’s unparalleled management and leadership skills were not left unnoticed. In 2007, the Civil Service Commission Region IX named her the 2007 Regional Outstanding Lady Executive (ROLEX) for her consistent, dedicated, and outstanding performance in the field of public service and governance. She also received national recognition in 2008 for her competent management and entrepreneurial drive that reversed the fortunes of a flagging public utility facility in winning as one of the CSC Pagasa Awardees for Individual Category.

The monumental evidence of Almodovar’s leadership and ISAWAD’s achievements was the completion of a P10 million, three-storey office and laboratory building in 2011, dedicated to the furtherance of the well-being of the people of Isabela City and to contribute to the development of the entire nation through excellent performance and admirable service.

Almodovar said savings generated from the Non-LWUA Initiated Fund-DOH loan-grant was used for the office building improvement for laboratory at the third floor of the said building.

Former LWUA Administrator Daniel Landingin said the building is indicative of the progress and growth that is currently being felt in this part of the country.

“Most important of all, this three-storey structure shall now be a symbol of hope for all the people in Isabela who deserve adequate and safe water supply. This shall always reassure them that there is an institution called ISAWAD, which shall take care of their needs,” he said.

Since its formation in 1987, ISAWAD has indeed come a long way to becoming a bigger government corporation providing services that is better than ever and taking bolder initiatives to respond to an even higher call for public service for twenty-five years now. (RVC/PIA9-ZBST)
