PNP-Isabela City shares 4 formulas for a safe New Year eve’s revelry

ISABELA CITY, Basilan, Dec 31 (PIA) – The Isabela City Police in Basilan shared the four formulas to a safe celebration of New Year in anticipation to the noisiest, joyous, and most explosive welcoming of 2012.

 During an interview at DXNO Radyo Komunidad in Isabela City, Police Inspector Arnold Espares shared the four formulas which include the campaign on NO to firecrackers; instead the PNP encourages the use of practical and innovative ways to create the bright colored lighting effects and loud noise that is believed to ward off bad lucks.

Espares, together with PO1 Habibun Salaam and DOH-Representative Dr. Paysal Kasim, was guest at the Philippine Information Agency’s radio program Noticias, Informaccion con Musica at DXNO-FM.

Espares added (which is the second formula) that in case a person is hurt due to firecrackers, the wounds must be washed immediately with clean water and mild soap and bring to the nearest hospital for appropriate treatment.

The third formula warns individuals, especially children, the picking up of firecrackers that have not exploded. For safety, the police suggested that it is best to pour water first at the firecracker before picking them.

He said that children are most-prone to firecrackers-related injuries because of their curiosity and excitement, unaware of the risks posed by these explosive materials. He called on parents and adult members of the household or neighbors to help in preventing injuries among children.

“Sometimes adults are encouraging children to play with firecrackers,” he said.

Moreover, the PNP calls on all private individuals who own guns (fourth formula), including the police and the military not to fire their guns during the New Year’s Eve to avoid hitting innocent civilians.

But foremost he said “we definitely discourage the use of firecrackers because of safety concerns,” and called on individuals to be a responsible gun owner.

“Everything thrown up has to go down. Here lies the danger as indiscriminate firing may hit anybody. And they could be our relatives,” He stressed in Filipino.

PO1 Habibun, speaking in Yakan dialect, also reminded IsabelaƱos to learn from the past experience where many still fall victims to firecrackers and stray bullets.

The PNP has intensified its campaign against the use of firecrackers with APIR (Action Paputok-Injury Reduction), an inter-agency campaign in support to the directive of President Benigno S. Aquino III to prevent injuries and loss of lives during the New Year celebration.

The President likewise issued a directive to the Philippine National Police (PNP) to strictly enforce the law on firecrackers and pyrotechnics and arrest not only the sellers but also the revelers using such merchandise. (RVC-PIA9 ZBST)

 Kini ang migawas nga resulta sa Fourth Quarter Survey nga gihimo sa Social Weather Station gikan sa Disyembre 4 ngadto sa 7, 2011.

Sumala pa sa SWS, 95 porsiento sa 1,200 ka mga respondents nga ilang personal nga nakahinabi nagpahayag ug usab ug paglaum pagsulod sa 2012, kumpara sa 4 ka porsiento  lamang nga mibati ug kahadlok.

“Kini mitugma kon mitupong sa labing taas nga 95 porsiento nga narehistro niadtong 2002  nga nagpahayag ug paglaum sa pagsulod sa tuig 2003. Mas taas usab kini ug 2 ka porsiento kumpara sa 93 porsiento nga narehistro pagsulod sa bag-ong tuig sa 2011,” sumala pa sa SWS.

Ang resulta sa survey nagpakita nga taas ang porsiento sa mga nagpahayag ug paglaum dinhi sa Mindanao ug Metro Manila.

Ang paglaum sa bag-ong tuig taas usab sa tanang socio-economic classes, diin natala ang pinakataas sa class E (ang labing kabus nga economic class) nga 93 porsiento. Matud pa ni Soliman, ang CPWG gilangkoban sa mga representante sa non-government organizations (NGOs) nga nag-atiman sa pagpanalipod ug kaayuhan sa kabataan.

Dugang ni Soliman, ang DSWD mipahigayon karong bag-o sa psycho-social protection services ngadto sa mga kabataan ubos sa singko anyos.

Duha ka mga tents ang gibutang sa evacuation centers sa West City Central School, City Central School, Macasandig ug Bulua sa Cagayan de Oro diin didto ipahigayon ang counseling sessions nga ipahigayon sa may 79 ka youth facilitators ngadto sa mga kabataan.

Rizal’s patriotism a great encouragement to Filipinos, says Tabak chief

PAGADIAN CITY,  December 30 (PIA) – ‘‘December 30 of every year enables the whole nation to reminisce the awe-inspiring talent  and indubitable patriotism of our national hero and for liberating Filipinos from political and economic oppression.’’

Thus declared 1st Infantry Tabak commander MGen. Noel A. Coballes during the 115th death anniversary of Dr. Jose P. Rizal at the Rizal monument here today with the theme “ Rizal: Haligi ng Bayan”.

In his message delivered by Inspector General Col. Rizaldy Salimbangon, the Tabak chief said Rizal has been treasured in the institutional memory of every Filipino and even by foreigners who came to know him  and studied his life. “ He can be easily remembered and venerated for the legacy and teachings that he established,” Coballes said.

Coballes cited the great sacrifice that Rizal has made specially when he offered his life in martyrdom to free the country from the bondage of oppression from the Spanish colonizers. “He sacrificed his life in Bagumbayan  – a sacrifice which hastened the birth of our nation and which led us and our children  to savor the sweet fruit of freedom and independence,” Coballes added.

He  said Rizal urged Filipinos to be always guided by their innate sense of brotherhood.

In military perspective, Coballes said this brotherhood is conceptualized and implemented based on the current AFP’s internal peace and security plan dubbed as ‘bayanihan’ of the forces of government agencies, local government units, non-government organizations, civil society and other stakeholders working together for peace and progress.

Coballes enjoined all other government instrumentalities to recall our national hero’s passion for the protection and preservation of national interest.  “ I encourage each and everyone to imbibe all the values and lessons of our great historical past and pursue an exemplary public as well as personal life as we go trough our day-to-day concerns,” Coballes urged.

Meanwhile, Zamboanga del Sur Governor Antonio H. Cerilles said that Rizal’s manifested heroism was felt in the hearts of many Filipinos.

In his message delivered by 1st district board member Pepito Degamo, he said the awakening of their heroism has been through a disaster or tragedy.  In all  calamities and upheavals, like war, there are heroes.

Cerilles said the latest disaster, typhoon Sendong,  we saw in the comfort of our chairs through television and newspaper reports how heroism unfolded, with people in the brink of death being helped by other people. “The latter are the heroes who themselves were not mindful of the danger they were exposed to,” Cerilles added.

The governor wished Pagadianons and ZamboSurians, that the 115th death anniversary of Rizal will allow the heroes in us to grow and dominate our lives; to give us the courage to say and do what is morally right; and the readiness to sacrifice when needed in the name of what is for the good and best welfare of our people.

On the other hand, Mayor Samuel S. Co stressed the importance of remembering the death of our national hero who  fought for  change during his time.

In his message delivered by city councilor Arnold Gavenia, he said Rizal’s battlecry was freedom from colonization, right to education for every Filipino and equality in society. 

‘‘Rizal represented the very best of us Filipinos.  The story of Rizal’s life  provides us with a source of strength and inspiration  to enable us to meet the trying challenges of the day,’’ Co said.
 “I wish to call upon each and every Pagadianon, particularly the youth to whom this historic commemoration is specially dedicated, to ponder upon Rizal’s role in the great drama of nation-building,” Co implored.

PCW chief keynotes 115th Rizal day celebration in Dipolog

DIPOLOG CITY, Dec. 30 (PIA) - - Philippine Commission on Women (PCW) Executive Director Emmeline L. Versoza has urged the Filipino women to take an active role in nation building.

Speaking at this morning’s program commemorating the 115th anniversary of Dr. Jose P. Rizal’s martyrdom held at the public plaza, Versoza talked about the role played by the hero’s mother in rearing him to become a man of consequence.

“Rizal’s mother, Teodora Alonso, was well-educated, cultured, hardworking and affluent,” said Versoza adding that she was the hero’s first teacher.

In her speech, the PCW chief emphasized the indispensable roles of women in society saying, “In every man’s success, there’s a woman behind.”

Versoza also urged the public to consider the reasons behind the greatness of Rizal a challenge to strive for the good of the country.

It can be recalled that Rizal found a special place in the hearts of the people of Zamboanga del Norte more particularly those living in Dipolog and Dapitan. After he was banished by the Spaniards to Dapitan in 1892-1896, Rizal’s memories remain alive in these two places.

While in Dapitan, Rizal had frequented the neighboring villages of Dipolog and Katipunan. Matter-of-factly, he was the one designing the altar of the Holy Rosary Cathedral, a Roman Catholic Church situated at the heart of Dipolog. He also owned a farm in Katipunan, the first town going south from Dipolog.

Rizal, who had fought the Spaniards that colonized the Philippines for 333 years, was the seventh of the 11 children of Francisco Mercado and Teodora Alonso. He was executed at the Bangumbayan, now Luneta, on Dec. 30, 1896. (FPG/PIA-Zamboanga del Norte)

DIPOLOG CITY, DEC. 30(PIA)--- Ang Department of Social Welfare and Development mopalapad sa implementasyon sa ilang programa batok sa kapobrehon nga tinukmod sa panginahanglan sa komunidad ngadto sa 129 ka mga bag-ong lugar sunod tuig.

Gumikan niini, ang Kapit-Bisig Laban sa Kahirapan-Community Integrated Delivery of Social Services (KALAHI-CIDSS) mosakop na sa 348 ka mga munisipalidad, lakip na ang 48 ka mga lalawigan nga una nang nasakop sa maong programa.

Kini naglakip sa bag-ong nailang mga lalawigan sama sa  Agpayao, Palawan, Antique, Aklan, Guimaras, ug Negros Oriental. Gibase kini sa 2006 National Statistics Coordination Board’s “Ranking on the Poorest Provinces Based on Poverty Incidence among Families.”

Ang external economic analysis nagbutyag nga ang partisipasyon sa komunidad nakamenus sa gasto ug naka-improve sa kalidad sa proyekto.

Ang mga inprastaktura sa komunidad nga gipondohan sa KALAHI-CIDSS napamatud-ang mas ubos kaysa nga wala maglambigit sa mga proyekto sa CDD nga naggikan sa 8 ka porsientong mga lawak tunghaan ug 30 porsiento sa power supply.

Ang proseso naghatag usab ug kahigayonan sa komnunidad nga ilhon ang ilang panginahanglan; paglano; pagdevelop; pag-implementar, pagdumala ug pagpadayon sa kalambuan nga ilang nasugdan.

19 sa 83 ka kasong tax evasion, naresulbar sa DOJ

DIPOLOG CITY, DEC. 28 (PIA)--- Sukad pagsugod sa administrasyong Aquino, miabot na sa 83 ka kasong dunay kalabutan sa dili pagbayad ug buhis nga nagkantidad ug 35.76 bilyones ka pesos ang napasaka sa Bureau of Internal Revenue sa Department of Justice.

Niining maong gidaghanon sa kaso, 19 ka kaso ang naresulba na sa DOJ, diin 87 porsiento niini ang nadisisyonan pabor sa BIR.

Kadaghanan sa mga nalambigit sa kasong tax evasion mao ang mga professionals.

Sumala pa sa Professional Regulations Commission, dunay kapin kon kulang 3 milyon ka mga professionals ang narehistro sa Pilipinas.

Kini gilangkuban sa 190 milyon ka mga doktor ug abogado nga nangayo ug dagkong bayad gikan sa ilang mga kliyente.

Ang BIR nakapasaka na ug 59 ka kasong tax evasion karong tuiga nga nagkantidad ug 22.6 bilyones ka pesos.

Ang individual income tax account milangkob sa ikalima ka bahin sa kinatibuk-ang koleksyon sa BIR, diin ang labing dakong bahin gilangkuban sa mga empleyado kang kan sang suweldo otomatiko nang gikuhaan sa ilang mga employer.

Naglaum si BIR Deputy Commissioner Estela Sales nga ang programang Run After Tax Evaders magdasig unta sa katawhan nga mahimong magmabinantayon ug motaho dayon sa gobyerno sa kinsa mang dili magbayad ug tukmang buhis.
