ZAMBOANGA CITY –- In its bid to strengthen the localization of youth policies and programs, the National Youth Commission (NYC) will hold the 1st National Congress of Regional Advisory Councils (RAC)   on December 3-6, 2012 in Iloilo City.

Leon G. Flores III, NYC Chairman and Chief Executive Officer said the National Congress aims to combine all the regional action plans under the framework of the Philippine Youth Development Plan (PYDP); identify and integrate the Adolescent Sexual and Reproductive Health (ASRH) Communication Plan in the PYDP Strategic Plan for 2013;  determine and generate the duty bearer’s commitments to the PYDP Strategic Plan for 2013.

With the creation of the NYC by virtue of Republic Act 8044 otherwise known as the “Youth in Nation Building Act”, it is mandated to be the sole policy- making and coordinating agency of the government for youth development.

The said law created the National Advisory Council (NAC) chaired by the Secretary of Education  and composed of various national government agency representatives.

As the NAC counterpart, the Regional Advisory Council (RAC) was established primarily to localize the implementation of policies and the coordination and monitoring of programs at the regional level. (ALT-PIA9/ZamboSur)
