by Jocelyn P. Alvarez

ZAMBOANGA CITY, Jan. 20 (PIA 9) - - Public Works Secretary Rogelio Singson instructed Department of Public Works and Highways (DPWH) 9 to use within this year at least 80% of the P310 million funds intended for circumferential road project that will connect the east and west coast barangays of Zamboanga City.

DPWH District Engineer Merham Acas said the consistent prodding of Districts I and II Representatives Beng Climaco and Erbie Fabian respectively pave the way for DPWH Manila to make available the funds intended for the opening of the 34 kilometer by-pass road project.

Acas said, the road opening will start at the Maria Clara Highway in barangay Culianan passing through District II barangays Pasobolong, Buenagatas, Lumbangan and Lunzuran connecting District I barangays of Abong Abong, Capisan, Malagutay, San Ramon, Sinubong, Matarling and Patalon.

The district engineer explained his office will first establish the Preliminary Line and identify the owners of the lots that will be affected in the implementation of the project.

He said DPWH will compensate owners of lots that will be affected in the circumferential road project.

He said his office will evaluate if the affected lots are agricultural, residential or industrial to set the ceiling price and negotiate for payment.

Acas said owners of affected lot may either donate or sell it to the government and if the owners refuse to do so, the office will expropriate the lot by going through legal process. (JPA / PIA ZBST)
