Catholic school launches Community Involvement Program

PAGADIAN CITY, Oct. 28 (PIA) –- “The institution’s role is not only to teach and provide the youth proper education and promote their spiritual aspect but to promote as well their virtues of being civil servants and to share the gifts, time and blessings to their fellowmen,” said Edwin Colubio, coordinator of Community Involvement Program (CIP) of the catholic school – St. Columban College (SCC) during the program launching on Wednesday in Upper Sibatang here.

Colubio in his message said the CIP enhances community awareness among students, faculty, administration and staff, direct and motivate them toward community service and provide opportunities for students to perform their role as agents of social transformation through their interaction with the community.
In this program, Delubio said SCC will help improve the quality of life of the people thru their programs on health, education, environment, spirituality and productivity towards an integrated holistic and sustainable development.
“We will initiate tree planting activity, introduce proper waste segregation, provide free health services , distribute school supplies to preschool children, conduct Holy mass, recollection and giving of rosaries and religious relics, conduct also human rights seminar and peace dialogue, etc.,” Colubio explained.
Delubio said the CIP also promotes spirit of ‘Bayanihan and hospitalty’ between the SCC and the residents of the barangay.
SCC president Rev. Fr. Gilbert Hingone encouraged the active support and cooperation of the barangay officials, Elementary School teachers, Gagmay Simbahan sa Katilingban (GSK) leaders, and the residents in implementing the program saying that the program will not be successful without their cooperation.
Guingone values the importance of partnership between the school and barangay adding that the one who will benefit most of the program are their children.
Barangay chairman Silvino Ortega thanked the SCC administration for choosing their barangay as the pilot area of the program.
“Nalipay kami ug dako nga sa 54 ka mga barangay sa dakbayan ang amo pa gyud nga barangay ang napili nga kapahigayonan ning maong programa ( We are grateful that of the 54 barangays in the city, our barangay was chosen to be the pilot area of the program),” Ortega happily said.
A memorandum of agreement (MOA) signing ceremony between the SCC and barangay officials followed after the short program.

Feature: Determination, perseverance and prayer: formula for success of CSC topnotch

Mixed feeling of joy and excitement was felt by Kelvin Jasper S. Go for graduating as topnotcher in the Candidate Soldier Course class ‘Kalasag’ 266-2011 on Monday at the Tabak Division Grand Stand, Pulacan, Labangan, Zamboanga del Sur.
Kelvin Jasper, 19 years old, and second of the 5 siblings of T/Sgt. and Mrs. Hereberto Go of Labangan was deeply proud and grateful for graduating the 5-month long and painstaking course in the Philippine Army.
Interviewed by the Tabak Defense Press Corps, Go fully clad in a battle dress attire, said he was very grateful to God for giving him strength and wisdom in completing the course.
“Nagpapasalamat po ako sa Panginoon na binigyan niya ako ng sapat na lakas at kaalaman upang matapos ko ang kurso na ito ( I thanked God for giving me enough strength and wisdom to finish the course),” Go said.
Go emerged as topnotcher in the class by obtaining a general average (GA) of 91.69% and topped in the physical fitness with a GA of 91. 77% where he received certificates of merit from no less than the 1st Infantry Tabak Dvision commander MajGen. Noel Coballes.
Candidate Soldiers Joemar S, Montero who garnered GA of 90.34% and Darrel A. Geonego, with a GA of 90.33% were awarded second and third, respectively.
“Ang sarap maglingkod sa bayan at ang sarap paglingkuran ang kapwa mo ng buong puso (It’s a great feeling of serving your country and your fellowmen wholeheartedly),” Go proudly said with his sweat shed on his face and his eyes and cheeks smiling.
Asked on what was his secret formula to his success, Go said grit, determination and perseverance and coupled with prayer are his secret formula in excelling the class.
“Magkakaroon ka ng direksyon sa iyong buhay , maging positibo na makamit ang iyong pangarap at sabayan ng isang taimtim na panalangin sa Poong Maykapal (You must have a direction in your life and be optimistic to achieve your goal and coupled with sincere prayers to God),” Go narrated.
“Makatulong na rin ako sa aking mga magulang at makapagpaaral sa aking mga kapatid. Ang aking pamilya ay naging inspirasyon sa aking pagkasundalo (I can now help my parents and send my younger brothers and sisters in school. They are my inspiration of becoming a soldier),”
Go’s mother Rolinda, who was carrying her youngest child and one of the hundreds of proud parents seated at the Tabak divison’ bleachers were also excited and actively participated part of the program.
Rolinda said she was very happy that his son survived the training and emerged topnotcher of the class.
“ Garbo kaayo namo nga adunay anak nga usa ka sundalo. Natuman na gyud ang damgo sukad sa iyang pagkabata nga maamahimong sundalo (We are very proud to have a son who is a soldier. He finally achieved his childhood dream of becoming a soldier),” Rolinda said.
Kelvin Japser’s father is also a soldier and now assigned at G6, 1st Infantry Tabak Division Headquarters.
Meanwhile, Tabak Division commander MajGen. Noel A. Coballes in an interview said the 100 newly graduates will not be sent to Basilan. “They will have to go to a process,” Coballes assurd.
Coballes said they will help maintain peace and order in the divisions’ area of responsibility saying that the AFP is now on heightened alert due to series of attacks in the provinces of Basilan and Zamboanga Sibugay which killed more than a dozen of soldiers. (GCC/PIA9-Pagadian)

Tukuran mayor exhorts soldiers : Continue earth-saving activities

PAGADIAN CITY, Oct. 27 (PIA) –- Mayor Francis Vic Villamero of Tukuran, Zamboanga del Sur officiated the entrustment of firearms ceremony of 100 graduates of the Candidate Soldier’s Course held at the Tabak Division Grandstand, Camp Major Cesar Sang-an, Pulacan, Labangan, Zamboanga del Sur on October 25.
Villamero considers it an honor to do the entrustment attributing the privilege to the strong partnership of the 1st Infantry “Tabak” Division and the local government of Tukuran. He recalls that they have twice partnered with Tabak for a medical and dental outreach activity recently.
‘‘But perhaps, the reason might be the alliance I have fostered with them and the common dream we share in preserving and protecting the very planet we inhabit,’’ Villamero explained.
“While we sing the same song of protecting our nation against all foes and in honoring our heroes who offered their lives for our liberty, yet the battle now has been raised to a certain level more encompassing,’’ he continued.
“The most dreaded enemy of mankind that we almost not notice is already being felt in some parts of the world and in the country, as well. The only way we can tame the real challenge of our existence is to help reverse human activity.
While others cut down trees for a living, we planted as we did in order to slow down the wrath of nature. While others burn their waste and garbage as a way of cleaning their surroundings, we segregate and properly dispose them. While others continue to exploit the riches of the sea by all means, we help conserve and preserve marine life for sustainable development,” Villamero stressed.
The mayor is a known environmentalist and supporter of the National Greening Program of the government. It can be remembered that the local chief executive spearheaded several tree planting activities in Tukuran since his assumption into office.
“Today we entrusted unto the new soldiers the weapons they need to defend our national territory and sovereignty. But with the entrustment, we also commission them to continue the earth-saving activities of the officers, the men and women of Tabak. The real weapon to win this nature’s fight is the sense of care for the environment which is embedded in the heart of every Tabak soldier.”
“As we prepare for a more peaceful and secure society, we must also help one another build a better natural environment for the youth. After all, we do no inherit the earth from our ancestors. We only borrow it from our children,’’ he concluded. 

PDP road map to economic growth and development - NEDA chief

PAGADIAN CITY, Oct. 26 (PIA) –- National Economic and Development Authority (NEDA) Director General Cayetano Paderanga, Jr., in a press conference on Tuesday (Oct. 25) held at the Bay Plaza Hotel, this city revealed that the Philippine Development Plan (PDP) is the road map for the country’s economic growth and development for our children’s future.
Secretary Paderanga said he and his colleagues from the NEDA Central Office came to the city to share the government’s plan for the next six years, and at the same time learn from you on how the government can implement strategies more responsive for the development of the region.
He said, the PDP for 2011-2016, aims for an inclusive growth, a growth that is shared by all and leaves no one behind This is opposed to the trickle-down, jobless growth that we experienced in the past. As what we have noticed that even though the growth rate was rising, the number of poverty incidence remain constant as reflected in the poverty index.
Infact he further disclosed, from 2006-2009 poverty incidence was lessen a little bit. When we look into it, we found out that it is because of the character of the growth that we have which requires that we expect people to participate in the growth rate to have a certain level of endowment or capital. And some sector in the Philippines will be unable to participate in this growth, Paderanga said.
This Plan is anchored on the President’s “Social Contract with the Filipino People” and was officially approved by the Cabinet-level NEDA Board, which is chaired by President Benigno S. Aquino III, on March 28, 2011.
He said, the PDP 2011-2016 is the product of several months of consultation from the various stakeholders that included not only government agencies but also the academe, civil society and private sector.
In Region IX, a regional stakeholders’ consultation was held in Zamboanga City last January and now in Pagadian City to present the final Plan that incorporates the recommendations that were raised during the said event. NEDA acts as the secretariat and is the keeper of the Plan, which was written by the regional and national stakeholders themselves, Sec. Paderanga continued.
He said, we keep on insisting that this is not our plan, and part of the reason is simply because, we want to tell all the stakeholders that they have committed to his plan. And that NEDA is the Secretariat, we will therefore monitor the implementation of this plan and tell the different stakeholders where we are sleeping as we go along.
Moreover, Secretary Paderanga said, we in NEDA to include the Pubic-Private Partnership (PPP) consider the community media as a major player in the country’s development process. As the government implements the PPP in the succeeding years we pound on you to monitor and report, not just the pressing issues but also the progress including the successes of the plan’s implementation. With this we can encourage people and to tell them that our efforts are making a difference that we are able to put this country forward, the NEDA chief exhorted.

100 studes graduate from Candidate Soldier Course

PAGADIAN CITY, Oct. 26 (PIA) –- “The more you sweat in training, the lesser you bleed in battle."
Thus inspired 1st Infantry Tabak Division commander MajGen. Noel A. Coballes some 100 newly graduate students of the 6-month Candidate Soldier’s Course (CSC) “KALASAG” Class 266-2011 on Tuesday’s closing ceremony and entrustment of firearms at the Tabak Division Grandstand, Camp Major Cesar Sang-an, PUlacan, Labangan, Zamboanga del Sur.
Coballes commended and congratulated the 1st Division Training Unit (IDTU) headed by LTc Johnson Jemar Aseron and his training staff for their dedication to train and develop the candidate soldiers on the basic military knowledge on jungle warfare operations and as well as the significant understanding and appreciation of the army core values and competencies.
The graduates, Coballes said who came from different provinces in Luzon and Mindanao successfully surpassed the rigors and challenges of military trainings and discipline.
Coballes said the graduates have been provided with the best training saying that the command wants to make sure that we only have the best among the Tabak division’s roster of troops.
The Tabak commander constantly reminded the graduates that as they leave the discipline of their training institution, they are still bound to uphold the norms of proper conduct.
“You continue to serve through good example, hardwork, professionalism and integrity coupled with the knowledge that you have gained from your training. I am confident that you are now in a better position and disposition to render service for our civilians,” Coballes challenged the graduates.
He, however cautioned the graduates to think always of the benefit for the common good. “In all you pursuits, remember, whatever your actions are reflects to the division. What you are is an extension of the military profession,” Coballes added.
Coballes also reminded the graduates during the entrustment ceremony to take care of the firearms entrusted to them by the people.
“Take care of the firearms and use it to protect the rights of the Filipino people and our country,’” Coballes urged.
He acknowledged also the guests from the national government agencies and local government units , and the loved ones of the graduates for their presence saying that they helped understand the nobility of their career that they have chosen.
Among those who attended the ceremonies were Regional Trial Court prosecutor Atty. Joel C. Vercide, Tukuran mayor Atty. Francis Vic Villamero, Provincial Social Welfare and Development Officer Conchita San Diego, Philippine National Red Cross-Zamboanga del Sur administrator Hildaliza MuƱoz, UCCP convenor Rev. Diosdado Marquez. and Navalan, Tukuran barangay chairman Leoncio Osores , who led the symbolic entrustment of firearms.

Dipolog City PNP prepares security plans for All Saint’s Day, All Soul’s Day

DIPOLOG CITY, OCT. 24(PIA)--- The Philippine National Police (PNP) is now preparing its security plans for the upcoming All Saint’s Day and All Soul’s Day celebration on November 1 and 2, 2011.
Supt. Kenneth Mission, Dipolog City Police Station Chief, said among the security measures undertaken the local police command, include the rerouting of traffic to avoid traffic congestion along the road going the Ramon Catholic Cemetery and Public Cemetery which are located inside the city proper.
Mission advised the public not bring valuable items like cellphones and ipods; not to wear valuable jewelries and not to bring big amount of cash inside the cemetery.
He also reminded them to be vigilant and extra-careful against snatchers as they are also expected to mingle with the crowd inside the cemetery.
Mission likewise cautioned everybody not leave their house un-attended, but if ever everybody decides to all go out during All Saint’s Day and All Soul’s Day, request their neighbor to look after their house, and also leave their cellphone number for easy contact in case emergency arises.
“We will also prohibit bladed weapons, firearms, liquor, playing cards inside the cemetery, as well as any instrument that may disturb those who will offer prayer to their loved ones like guitar, radio and videoke machine,” Mission said.
Mission likewise appeal to the public to immediately report any monitored suspicious-looking persons inside the cemetery to the police personnel deployed in and around the cemetery to monitor the possible presence of unwanted visitors in the area. (JPA/ATR/PIA9-Zambo Norte)

NFA-Zambo. Norte to conduct food fortification seminar

DIPOLOG CITY, Oct. 24 (PIA) -- In keeping with the government’s thrust of addressing micronutrient deficiencies in the country, the provincial office of the National Food Authority (NFA) here is going to conduct a seminar on food fortification come Oct. 26.
Invited to attend the said activity, are representatives from the different national government agencies (NGAs), local government units (LGUs), schools, civic and religious groups and non-government organizations (NGOs).
NFA provincial manager Julakmad J. Lawama disclosed that the topics to be tackled during the one-day seminar include the Philippine Food Fortification Act of 2000, NFA’s in food fortification and the rice fortification technology.
Under Republic Act (RA) 8976, or the Philippine Food Fortification Act of 2,000, the fortification of staple foods is made mandatory especially in rice, wheat, refined sugar and cooking oil. FTA seminar in Dipolog slated on Oct. 25

DIPOLOG CITY, Oct. 24 (PIA) -- To drum up public awareness on the salient features of the Free Trade Agreements (FTAs), the Department of Trade and Industry (DTI) is slated to hold a one-day seminar here tomorrow, Oct. 25.
Dubbed “Doing Business in Free Trade Areas,” the seminar also aims to highlight the benefits the businessmen may derive from FTA.
It has been observed that most businessmen have not been able to take full advantage of FTAs.
Ms. Estrella M. Roda, DTI-Zambo. Norte information officer-designate, said the seminar would cover discussions on market opportunities focusing on products with zero or reduced tariffs under existing FTAs.
Businessmen who have availed themselves of FTA incentives will also share their experiences with seminar participants.
Specific topics to be discussed during the seminar include the overview on Philippine Trade Agreements and the Philippine Export Development Plan by Assistant Director Jason T. BIR pursues collection campaign to meet P3.3B target

ZAMBOANGA CITY, OCT. 24 (PIA) -- The Bureau of Internal Revenue (BIR) here is strictly implementing it’s “Oplan Kandado” as it pursues collection campaign to meet its 2011 collection target of P3.3 billion.
BIR Regional Director Albert B. Alocilja said the bureau has collected a total of P2.3 billion for the first nine months and he is optimistic that the P 1 billion collection balance will be “in” at the end of the year.
“I am confident that the P1 billion balance which is about P333 million a month and P10.7 million a day will be met in the next three months,” Alocilja was quoted as saying.
BIR here is strictly implementing its” Oplan kandado,” a campaign to close down business establishments who failed to pay their tax dues to the government.
“The implementation of Oplan Kandado has improved our tax collection,” the internal revenue chief said.
It can be recalled, business giants- shoppers chain of stores like Shoppers’ Plaza, Shoppers’ Emporium, Shoppers’ Central, Shoppers’ Square, Shoppers’ Center-(gateway) were recently padlocked/ closed by BIR for failure to pay their more than P50 million tax dues to the government.
Alocilja admitted, the temporary closure of these stores on September 8 has helped the bureau’s collection for the month of September.
The BIR director said he has given orders to the bureau’s district offices to focus their collection on the top 200 taxpayers who contributed 60% of their tax to the government.
Alocilja appealed to the tax payers to promptly and religiously pay their taxes as these will redound to the benefit of the public in the form of infrastructure development like roads, bridges and other projects geared towards development.
The BIR chief confirmed, the Filipino Chinese Chamber of Commerce and Industry and other businessmen and establishments have expressed willingness to pay their tax dues religiously. (JPA/PIA9-Zambo City)

Close to 500 beneficiaries availed MEDCAP in Sultan Naga Dimaporo

PAGADIAN CITY, October 23 (PIA) -- All clad in their battle dress attire, officers and men of the 104th Brigade attended the residents of Pigcalawag, Sultan Naga Dimaporo, Lanao del Norte in the conduct of Medical and Dental Civic Action Program (MEDCAP) at said barangay on Saturday .
Brigade commander Colonel Ricardo Visaya said 489 residents of the said barangay have availed MEDCAP services coinciding the 11th Founding Anniversary of the brigade which carries the theme “ 104th Brigade : Kaagapay ng Sambayanan at Kaunlaran”.
Visaya said the 3-day event which officially kicked off on Saturday with the launching of 8-kilometer fun run and MEDCAP will culminate on October 25.
250 were given reading glasses, 102 have availed tooth extraction, haircut – 60, legal counseling service -47, shoe repair-30, all services were offered free. Four (4) boxes of medicines and used clothings were distributed to some, Visaya reported.
Visaya said upon the brigade’s transfer from Kalandagan, Tacurong City on June 21 to Pigcalawag, SND, he planned to launch various programs which helps promote Internal Peace and Security Plan (IPSP) by bringing AFP closer to the people.
“This is the first time that the people have seen soldiers doing MEDCAP here,” Visaya said. “Before, the civilians were afraid to see soldiers but now they come to us and actively participated in all our programs because in the past 4 months, they have seen us not only providing them security and protection but also providing them social and health services,” he added.
Barangay Kagawad Sittie Tambugao, a recipient of an eyeglass said she admired 104th Brigade for conducting the event.
“Nindot kaayo ni nga kalihokan nga gihimo sa mga sundalo tugod kay kami ang natanyagan sa mga libre nga mga serbisyo. Sukad masukad wala gayud mga kalihokan susama niini nga gihimo dinhi sa among barangay sila lamang. Nalipay ko kaayo tungod kay nahatagan ko ug libre nga antipara . Makabasa na gyud ko ug mga libro ug text message sa akong bana ug mga higala (These activities launched by the soldiers were very impressive. Ever since, this kind of activities were never conducted in our barangay, it’s only them who did it. I‘m happy that I was given free eyeglasses. I can now read books and text messages from my husband and friends),” Tambugao happily said.
Another resident, Analiza Mellijor said she was also glad that she was one of those many who availed legal services saying that her misspelled name in her birth certificate will soon be corrected corrected.
“ Sa akong birth certificate usa lamang ka letra nga ‘n’ sa akong ngalan nga Anna Liza, lahi ra sa nakatatak sa akong NSO document nga doble ang ‘n’. Tungod niini nakapangayo ko ug ug libre nga joint affidavit dinhi sa maong kalihoklaan (In my birth certificate, there is only one letter ‘n’ in my name Anna Liza but in my NSO document it has two ‘n”. Because of this, I was able to secure free joint affidavit in this activity),” Mellijor eludidated.
In a related development, Visaya said a “Bike for Peace’ will be held on Sunday at 6:00 am to be participated by some 300 bikers, who are all peace advocates and are from the AFP, PNP, LGU, academe and civilians.
The bikers will have their starting point from SND and will cross Lala, Kapatagan, Tubod and Kolambugan, all of Lanao del Norte, Visaya concluded.

BIR RR 15 collected P2.3B this year

PAGADIAN CITY, October 20 (PIA) -- The Bureau of Internal Revenue (BIR) Revenue Region (RR) No. 15 on Wednesday said the agency has collected a total of P2.3 billion for the first 9 months as against the P3.3 billion goal of the year.
In a press conference with the newly installed BIR9 regional director Alert B. Alocilja at the RDO9’ office here said he is optimistic that the P1 billion balance will be met at the end of the year.
“ I am confident that the P1 billion balance which is about P333 million a month and P10.7 million a day will be met in the next three months,” Alocilja said saying that the Filipino-Chinese Chamber of Commerce and Industry and other businessmen in the region have express willingness to pay their taxes promptly and religiously.
The BIR chief said even if he is one month old in the region, he studied the collection trend and met the business sector to intensify its tax collection campaign.
Alcojilla reported in the region on September 19. His previous assignments was Revenue Region Nos. 10 in Bicol, RR 11 in Iloilo City, and lately in RR No. 14 in Tacloban City.
Alocilja admitted that the tax collection has a slight falls short from January to August, but with the recent implementation of ‘Oplan Kandado’, a campaign to close down establishments who failed to pay their taxes, it has improved their collection.
“The temporary closure of Shoppers’ Plaza, Shoppers’ Emporium, Shoppers’ Central, Shoppers’ Square, and Shoppers’ Center in Zambonga City on September 8 helped in improving the collection for the month of September,” Alocilja.
“I have given also orders to the seven (7) revenue district offices to focus in their collection on the top 200 taxpayers who contributed 60% of their tax to the government,” Alocilja
Alocilja appealed to the taxpayers to pay their taxes promptly and religiously saying that the taxes they pay to the government will fund for the construction of roads, bridges and other developmental projects. (JPA/GCC/PIA9-Pagadian)

MANILA, October 19 (PIA) - - Gikalipay sa Malacanang ang resulta sa kinaulahiang survey nga gihimo sa Social Weather Stations (SWS) alang sa third quarter sa tuig 2011 diin nagpakita sa dakong pagtaas sa satisfaction rating sa katawhan diha sa administrasyong Aquino.
Ang administrasyon ni Presidente Benigno Aquino III nakakuha sa positive 56% nga satisfaction rating diha sa 1,200 respondents nga gisurvey sa SWS gikan Septembre 4 ngadto sa 7.

Zambo Norte to receive aid from US agri department

DIPOLOG CITY, Oct. 19 (PIA) -- After receiving a national award for its Hi-Green Program, Zamboanga del Norte will soon be given financial assistance from the US Department of Agriculture.
Provincial Agriculturist Maybel BustaliƱo said the financial aid from the US government will be used to further develop the Hi-Green Program of the provincial government.
The Hi-Green program, which is implemented by the Office of the Provincial Agriculturist (OPA), has earned for the provincial government the “Galing Pook Award” as it has successfully promoted vegetable and crop production in most barangays of the province through communal farming.
President Benigno Simeon C. Aquino III personally handed the award to Gov. Rolando E. Yebes in Manila last April.
Yebes has also received recently another award as he emerged regional winner in the “Pamana ng Lahi Award” of the Department of the Interior and Local Government (DILG). The governor credited this award to the success of the Hi-Green program implementation in the province.
It was also through the OPA that the USAID-Growth with Equity in Mindanao (GEM) signified to support the province’s Hi-Green program. (ALT/FPG/PIA-Zambo. Norte)

City dad lauds SC ruling on postponed ARMM elections

DIPOLOG CITY, Oct. 19 (PIA) -- City councilor James P. Verduquez has welcomed the Supreme Court (SC) ruling to uphold the constitutionality of Republic Act 10153, which postponed the Aug. 8, 2011 elections in the Autonomous Region in Muslim Mindanao (ARRM).
Verduguez described the SC ruling as a very positive development, saying the government has now a good chance in instituting genuine reforms in the ARMM, “which has been saddled by decades of corruption.”
The lawyer-councilor also hoped that the reforms to be introduced to the ARMM would result in the development of the region.
In a related development, MalacaƱang also expressed elation over the SC decision. In a statement read by Presidential Spokesman Edwin Lacierda yesterday disclosed that President Benigno Simeon C. Aquino III thanked the SC “for upholding our effort to break the cycle of impunity, corruption and poverty in the ARMM.”
The Aquino administration supported the bill that seeks to synchronize the ARMM elections with the national elections to end the vicious cycle of abnormal elections being influenced by powerful political families.
With the SC ruling, the ARMM will now be run by officers-in-charge (OICs) to be appointed by the President. Appointed members of the regional legislative assembly of the ARMM shall be tasked to study and review RA 9054 and submit recommendations to Congress within six months from assumption into office.
