DIPOLOG CITY - The Department of Environment and Natural Resources (DENR) here, in partnership with the Pollution Control Association of the Philippines Inc. (PCAPI) and the local government unit of Dipolog City conducted a cleanup drive.
Thursday in one of the water tributaries in the city in support of the the “Adopt a Estero Program.”
Residents of Barangay Sta. Isabel, personnel from the Provincial Environmenet and Natural Resources Office (PENRO) and Community Environment and Natural Resources Office (CENRO), city government officials and employees, officers and members of Pollution Control Association of the Philippines, Inc.
(PCAPI), beneficiaries of the Pantawid Pamilyang Pilipino Program(4Ps) and representatives from Environment Management Bureau (EMB)-9 joined the cleanup activity.
PCAPI-Zamboanga del Norte Chapter President Javier Suico Jr. said PCAPI was organized in Sept. 2012 with pollution control officers as members.
“We formed this organization because of our concern on environment. The greatest enemy of environment is man itself. So, we have to correct the mistakes that man has committed to our environment,” Suico said.
During the opening program, Barangay Sta. Isabel Chaiman Dioscoro Endab thanked PCAPI for choosing the Miputak Creek of Barangay Sta. Isabel as the pilot area for the launching of “Adopt a Estero Program.”
“Through this program, we hope to maintain the cleanliness of the Miputak creek and show to the people that environmental concern is everyone’s responsibility,” Endab said.
Community and Environment and Natural Resources Officer Jeoffrey Zayas also reiterated the DENR’s mandate “to keep the people informed and to take cognizance of the value of ecological solid waste management,” reminding those living near the creek not to throw their wastes to the creek as these would not only make the surroundings look dirty but destory the marine life as well.
On the other hand, Dipolog City CENRO-designate Rodney Benedicto said that lots of wastes are now seen floating on some bodies of water - wastes which are made by man.
“If we want our children to live in a clean environment, let us make our earth free from wastes,” Benedicto said.
In a Memorandum of Agreement (MOA) signed last May 30 between PCAPI, DENR and the city government of Dipolog, PCAPI identified the Miputak Creek as its pilot area.
The parties agreed to conduct a cleanup drive on June 5 as its kick-off activity in time of the observance of the World Environment Day.

147th RDC-9 endorses construction of P3.01-B ZAMBOECOZONE Int’l Cargo Terminal

ISABELA CITY, Basilan – In its 147th meeting held in Isabela City, Basilan, the Regional Development Council (RDC)-9 unanimously endorsed a resolution of its Economic Development Committee (EDCom) on the proposed construction of the ZamboEcozone International Cargo Terminal.
Pedro Rufu N. Soliven, EDCom-9 chairperson said that of all free ports in the country the ZamboEcozone is the only freeport without a port.
Soliven said that with the increasing passenger and cargo vessel traffic in Zamboanga City, the establishment of ZamboEcozone International Cargo Terminal would ease the port congestion in the Port of Zamboanga. It will exclusively cater to local and international cargo vessels.
He reported that in 2012, the volume of foreign cargo in Zamboanga City is 140,776 tons while local cargo is 2,598,782 tons.
“The presence of an international cargo terminal in the ZAMBOECOZONE will result in an influx of export oriented industries,” he said.
The proposed ZamboEcozone International Cargo Terminal will be constructed at the ZamboEcozone Second Industrial Park. It is similar in scope but smaller compared to the ports of Singapore and Hong Kong.
With the strategic location of the Zamboanga City Special Economic Zone Authority and Freeport (ZAMBOECOZONE), the ZamboEcozone International Cargo Terminal is also intended to function as the transshipment hub for the BIMP-EAGA region.
The project cost for its construction amounts to P3.01 billion.
Moreover, RDC-9 also approved the EDCom resolution endorsing the FY 2015 Budget Proposal of the ZamboEcozone. The guidelines in the preparation of FY 2015 GOCC (government-owned and controlled corporation) budget proposals require RDC’s endorsement and consultation with civil society organizations.
Soliven said the EDCom-9 reviewed and deliberated on the priority programs and projects of ZamboEcozone for FY 2015, and endorsed the same after finding these supportive of the priorities and thrusts of the updated Zamboanga Peninsula Regional Development Plan.
ZamboEcozone is a GOCC, which was created by virtue of Republic Act 7903, signed into law by former President Fidel V. Ramos on Feb. 23, 1995.

DTI-9 brings SSF to remote areas to achieve inclusive economic growth

ZAMBOANGA CITY – President Benigno Aquino III, since the start of his administration, wants an inclusive growth where everybody participates and reaps the benefits of economic improvement. Thus, programs and initiatives were introduced to achieve this vision.
The Shared Service Facilities (SSF) of the Department of Trade and Industry (DTI) is one of those initiatives aimed at bringing inclusive growth down to the grass root.
DTI-9 OIC-Regional Director Dr. Sitti Amina Jain revealed that her office was able to turn-over 23 SSFs, including those that were delivered to the Babami Coop in Barangay Sto. Nino in Sibuco, Zamboanga del Norte.
“The trail going there (Sto. Nino) is unbelievably arduous, even grievously dangerous. Yet the place hold so much promise for abaca and rubber plantation development and as an alternative source of high value veggies for Zamboanga City,” Dr. Jain said.
Just recently, DTI-9 turned over two sets of abaca processing machines – one for SARBEMCO, an agrarian reform cooperative (ARC) in Sulo, Naga, Zamboanga Sibugay and another in ARBEMCO, an ARC located in Marcelo, Kalawit, Zamboanga del Norte, Dr. Jain added.
The abaca processing equipment turned-over to SARBEMCO and ARBEMCO cost P785,000 per set, consisting of five mechanized abaca spindle stripping machines, as well as a set of twining and rope-making machines.
Jain said some approved proposals are now ready for implementation and a good number are under evaluation under the SSF program.
“It doesn’t matter if the project is to be located in the heart of town or in the middle of nowhere so long as it will accomplish its purpose, then trust us that we will deliver it there. I, myself, have been to many of those places and I will continue to do so for as long as God grants me the strength and the opportunity of doing so, the DTI-9 chief said. (DTI9)

DIPOLOG CITY – Zamboanga del Norte Govenor Roberto U. Uy has recently been appointed as the new chair of the Regional Peace and Order Council (RPOC)-9 to steer it in addressing the peace and order issues and concerns in Zamboanga Peninsula.
Interior and Local Government Secretary Mar Roxas personally handed the appointment to Governor Uy during his visit here last May 30, the opening day of the weeklong “Saulog” (celebration) festival commemorating the 62nd founding anniversary of the province.
Secretary Roxas served as guest of honor and speaker during the opening of “Saulog” festival.
Based on Executive Order No. 773 series of 2009, the Secretary of Interior and Local Government (SILG) has the authority as chair of the National Peace and Order Council (NPOC) to issue an appoinmtment to the regional chair, duly approved by the President.
RPOC is tasked to provide a forum for dialogues and deliberation of major issues and problems affecting peace and order including insurgency with the help of the military, police and civilian authorities/agencies.
It is composed of provincial governors, mayors of highly urbanized cities, a representative of the mayors of the component cities, presidents of the League of Municipalities and regional heads of the different line agencies.
RPOC-9 deals with the peace and order concerns in the Zamboanga Peninsula which covers the cities of Dapitan, Dipolog, Pagadian, Zamboanga and Isabela City in Basilan Province as well as the provinces of Zamboanga del Norte, Zamboanga del Sur and Zamboanga Sibugay.

Youth, business sector satisfied with Zambo police, says survey

ZAMBOANGA CITY - In a recent survey conducted by the Ateneo de Zamboanga University Research Center (ARC), it was learned that the youth and the business sector are generally satisfied with the local police’s services, though “there are several areas needing immediate attention.”
During a press conference held at City Hall Tuesday (June 3) AdZU professor and research specialist Gerald Ebal revealed that the local police have garnered a “relatively positive feedback” from some 700 respondents in the city’s east, central and west coasts within the seven-kilometer radius after conducting a Stakeholders’ Engagement Survey or SES.
According to the SES, which used the random sampling method for selecting respondents, the members of the business sector composed of mostly owners of establishments trust and respect the police; however, they are suggesting for more police visibility as well as upgrades on their equipment (firearms, radios and vehicles) to better respond to emergencies.
Apparently, some members of the business sector do not feel secure even when at home or walking the streets.
“Pero mas malupit yung mga bata,” (But the youth are more intense in their comments) said Ebal. The survey revealed that college students view some police personnel as corrupt and arrogant.
“The youth have lesser trust in cops, but nonetheless they still respect them,” Ebal added. The youth are calling for more “approachable” police officers, who would act as role models of the community.
“In spite of these comments, we are not on a calamitous level,” said Ebal, explaining that the survey results were both qualitative and quantitative. “The police have a passing score.”
With the SES, the ARC has also conducted the Personnel Engagement Survey or PES, with some 273 police personnel as respondents. The PES has revealed that the police want more involvement from the community.
“If we look at this from both perspectives, both sets of respondents want something from the other: the public simply wants to trust their police more, and the police want more cooperation from the citizens,” Ebal pointed out.
This survey was initiated by City Police Director Angelito Casimiro.
“It is good that the police now under Col. Casimiro are doing surveys. It reflects how they are operating and how they assess themselves for improvement – the level of basis for their performance does not rely on mere gossips, but on objective, accurate and scientific data,” Ebal said.

EMB-IX leads World Environment Day cleanup

PAGADIAN CITY - The Environment Management Bureau (EMB)-IX is spearheading the cleaning of rivers, creeks and esteros here today in observance of the World Environment Day.
EMB –IX Regional Director Jacqueline A. Caancan said the areas identified for the cleanup activity are Balangasan River, Gatas Creek , Tuburan Creek and Napolan River, all in this city.
Officials and employees of the Forest Management System Ecosystem Research and Development Services (FMS-ERDS) are assigned at the Balangasan River while the personnel of Land Evaluation Division are assigned at Gatas Creek along Rizal Avenue.
The Protected Areas Wildlife Conservation Zone Management System (PAWCZMS) and the office of the Land Management System (LMS) are assigned at Tuburan Creek.
EMB-IX officials and employees have been assigned to clean the Napolan River.

Punong Barangay Erlino Litigio of Barangay Gatas led his constituents in removing trash and garbage from Gatas Creek which the barangay has chosen for its “Adopt an Estero” Program.
Gathering up a huge pile of garbage from the creek, Litigio said “it is not only the rivers and creeks we should clean but also our households.”
“Cleaning up our waterways will prevent flooding in the area,” he said.
“Today also marks the kick-off of Dengue Month celebration so it is not only the creeks we should clean but even our own household. This will prevent the spread of dengue fever in our community,” he went on to explain.
Yllana Bay College and Gaisano Capital were active partners in the activity. Although classes will start on June 9 yet, several students were there to lend a helping hand.
Meanwhile, Barangay Captain Feliciano Libre Jr. of Napolan led the cleaning of Napolan Creek with the support of Ramona Land Corp., Zamboanga del Sur Maritime Institute of Technology (ZSMIT) and barangay officials.

DILG Sec. Roxas graces Saulog Celebration

Dipolog City - The first Saulog Festival 2014 that signals the start of the 62nd Founding Anniversary celebration of Zamboanga del Norte formally opens today with Interior and Local Government Secretary Mar Roxas as guest speaker.
Sec. Roxas, together with DILG-9 Regional Director Faizal Abutazil was welcomed by the officials of the Provincial Government led by Governor Roberto Y. Uy, Second District Representative Rosendo Labadlabad, Third District Rep. Isagani Amatong, Dipolog City Mayor Evelyn T. Uy and the mayors and Sangguniang Bayan members of the different municipalities of the province, barangay officials of Dipolog City, PNP, BFP, BJMP, and DepEd.
Governor Uy, in his welcome message, thanked the DILG Secretary for taking time to grace the opening of the Saulog celebration amidst his hectic schedule.
In his message during, Sec. Roxas thanked the Zanorteans for the warm welcome they have extended to him and for allowing Governor Uy lead the province to implement the appropriate programs needed by its people.
Amatong urged the people to continue supporting the present administration to sustain the development implemented by the Aquino government. He reiterated the untarnished record of the Roxas family in the field of public service.
On the other hand, Labad-labad stressed the value of good governance for the country’s development.
June 6 is special non-working holiday in Zambo. Norte

DIPOLOG CITY - Malacanang has declared June 6, 2014 as a special non-working holiday in the province of Zamboanga del Norte in commemoration of the province’s 62nd founding anniversary.
The palace has issued Proclamation No. 778, series of 2014, dated May 28, 2014, declaring June 6, 2014 as a Special (Non-Working) Day in the province of Zamboanga del Norte to give its people of ample opportunity to celebrate and participate in all activities to be undertaken during the celebration.
Meanwhile, the Department of Labor and Employment (DOLE) has reminded employers to observe the appropriate salary to be given to their employees who will be reporting during the said date.
It could be recalled that Zamboanga del Norte was carved out of the defunct Zamboanga Province on June 6, 1952.
The provincial government has also lined a number of activities to give meaning and color to the province’s founding anniversary such as agro-trade fair, job fair, basketball tournament, volley tournament, rodeo and many others.
Bamboo is platform for green industry, says PBFI prexy

DIPOLOG CITY – “Bamboo is a platform for green industry and can be used in the rehabilitation or reforestation of mined and denuded areas,” Philippine Bamboo Foundation, Inc. (PBFI) President Edgardo Manda said during his visit in Dipolog last week for the Nego-Tour 2014.
Manda, former general manager of the Laguna Lake Development Authority (LLDA), sees the potential of bamboo industry in the country, as it can compete globally.
He said that bamboo protects the environment, it reduces soil erosion by 75 percent and lessens air pollution, as it sequesters 400 percent more carbon dioxide (CO2) and generates up to 35 percent more oxygen than the trees.
Bamboo can be used in making paper, clothings, skateboard, bicycle, curtains, mats, broom, biofuel, beverages, flavone products, food, medicine and many more.
According to Manda, there is also an innovative invention of bamboo beer discovered by Vincent Cruz Villanis, the first Filipino-Canadian licensed brewer in North America.
He added, that bamboo also adds grace to architecture and interior design like in the international airport of Spain.
Moreover, Manda explained that bamboo can also be processed to become wood substitute that he learned during his study tour in China.
Bamboo will underg floor board processing, starting with splitting, trimming, sorting, glue application, hot press, double edge cutting, moulding, planing, coating to UV drying.
Manda took the initiative of promoting the bamboo industry, as he organized a competition for sculpturists to carve on bamboo instead of wood to create a masterpiece.

WESMINCOM, WMSU, ABS-CBN extend help to Zambo IDPs

ZAMBOANGA CITY – The Internally Displaced Persons (IDPs) in Barangay Tulungatong in Zamboanga City recently received drums and trash bins from the Western Mindanao Command (WesMinCom) in partnership with the Western Mindanao State University (WMSU).
In a press release, Capt Maria Rowena A Muyuela PN(M), Command Public Information Officer reported that twenty trash bins and nine water containers (drums) were distributed to IDPs last May 16 through the collaborative efforts made by the soldiers and other key stakeholders.
She said that the effort is part of the community mobilization and development program of WESMINCOM. The drums and trash bins were received by Brgy Tulungatong Chairman, Nur Jeopakkal.
The activity was spearheaded by Col. Rodrigo Gregorio, General Staff Course (Infantry), Philippine Army Civil Military Operations Officer of WestMinCom who represented the WestMinCom Commander Lt. General Rustico O. Guerrero AFP.
Also present during the turnover were Professor Aleyssa Bagian Abdul Karim, Professors Ludy Dequit and Janette Francisco of the CSWDO, and Ceilita Quisel, a DSWD Social Worker.
Last May 9, WesMinCom also partnered with ABS-CBN Bantay Bata 163 and Sagip Kapamilya-Zamboanga for a “Gift-giving and advocacy” program for IDPs relocated at Upper Calarian and Tulungatung bunk houses.
Muyuela said part of the relief goods distributed were those donated from Davao City.
The ABS-CBN Bantay Bata 163 Davao donated relief goods consisting of non foods and food items, such as: 75 boxes of shampoo, 75 boxes of conditioner, about 30 sacks of food packs, and 20 sacks used clothes, and 6 boxes of medicines.
Lt General Rustico O Guerrero AFP, Commander, Western Mindanao Command spearheaded the turnover of donations to respective officer In charge of Community Social Work of PTSI-Transitory Site, Upper Calarian and Tulungatong.
The activity was also attended by the WestMinCom staff officers together with the Chairman and Officers of PTSI Upper Calarian and Tulungatong Bunk Houses. (WesMinCom)

‘Subay Bahandi sa Kadagatan’ beefs up public awareness on environmental protection, preservation

DINAS, Zamboanga del Sur – Officials from the national government agencies (NGAs), municipal and barangay officials, heads of offices, religious and civic leaders have recently joined the coastline tour dubbed “Subay Bahandi sa Kadagatan” (Tour to Marine Resources) 2014, a coastal resource management program initiated by the Municipal Agriculture Office (MAO) here.
Mayor Basilio Vidad said the program was launched for the first time in the coastal barangay of Tarakan to raise awareness among stakeholders toward environmental protection and preservation, help secure the Marine Protected Area (MPA), reopen seas for small fishers , appreciate resources in the mangrove areas and seas, and reassess livelihood and tourism potentials in the municipality.
Vidad added that Dinas, a coastal municipality of second district, is endowed with a number of marine resources. “The waters around are home to different species of fish and corals,” he declared.
Fishing is the major source of livelihood of the people in the municipality.
“We need to protect and preserve these resources thus, the LGU and other stakeholders collaborated for the implementation of the coastal-based resources management through the establishment and maintenance of MPA,” Vidad explained.
Vidad said during his first term as mayor in 1988, he established fish sanctuary with the assistance of MAO to address problem of dwindling fish catch in the area. Such a program was sustained until he became a member of the Sangguniang Panlalawigan (provincial board), and is now being continued in his fourth term as municipal mayor.
The group was toured to the marine sanctuaries including the awesome and beautiful bat sanctuary, which lasted for about three hours to remind them of the richness of the town’s diverse marine resources.
“With this project, the stakeholders will help the municipal government in intensifying its campaign for protecting and preserving marine resources in the area,” Vidad said.
“I wish that this project will be sustained and be supported by all stakeholders even after my term of office,” the mayor urged.
