PAGADIAN CITY – Department of Education (DepEd)
employees in Region IX under the elementary and secondary education programs
will soon receive their much-awaited Performance-Based Bonus (PBB) for calendar
year 2013.
Department of Budget and Management (DBM)-IX Regional Director
Annabelle C. Echavez disclosed that her office had released the Special
Allotment Release Order (SARO) and Notice of Cash Allocation (NCA) for the said
PBB on Dec. 29, 2014 and Jan. 16, 2015, respectively. Hence, paving the way for
DepEd to start processing vouchers for payment.
Echavez said “the PBB is a benefit which is given to government
employees in recognition of their performance for the previous year. The amount
of PBB that an employee can get will depend upon the ranking of the performance
of his unit in relation to all the other units of the department.”
For DepEd, the performance criteria include percentage of learners who
scored average and better in National Admission Test (NAT) or its equivalent in
School Year 2011-2012 and SY 2012-2013, simple drop-out rate of the same school
year, and percentage of liquidation of cash advances from January to December
2013 and timeliness of liquidation reports, Echavez explained.
Ranking the performance of all the units is a long and tedious process
especially for big departments like the DepEd, Director Echavez said.
In order to ensure prompt payment of the 2014 PBB, Memorandum Circular 2014-01 of the Inter-agency Task Force on the Harmonization of National Government Performance Monitoring, Information and Reporting System prescribed the early submission of required reports for PBB evaluation including submission of accomplishment reports as of March 31, 2015 on or before April 10, 2015, Echavez urged.
