Zambo Norte to augment P5M funds for DSWD’s community-driven dev’t project

ZAMBOANGA CITY, May 02, (PIA) - - “Additional funds will be provided” to ensure that the community-driven  Kapit-Bisig Laban sa Kahirapan-Comprehensive and Integrated Delivery of Social Services (Kalahi-CIDSS) project will fully benefit the people in the municipality of Manuel Roxas, in the said province, this committed Zamboanga Del Norte governor Rolando Yebes.
The governor committed to provide funds up to Php5Million, coming from the provincial government, for the Kalahi-CIDSS purposes.

In a municipal orientation / MOA signing on the DSWD’s revolutionary bottom-up poverty-alleviation program held recently, Governor Yebes assured the people of his full support, especially since the project is all about reducing poverty.

Through Kalahi-CIDSS, poor communities are given the power to decide among themselves priority projects that would help ease their socio-economic situation. Since 2003, over 700 Kalahi-CIDSS “sub-projects” (like day care centers, water systems, roads, schools, health stations, etc) were successfully implemented in 21 towns with high poverty incidence – by the residents themselves (through trainings in problems analysis, project development, procurement, etc). Ordinary people, some of whom have not had formal education, were made to handle the funds, sometimes amounting to millions of pesos.

However, in order to realize such million-peso projects, Kalahi-CIDSS requires local counterpart contributions, both through cash and in-kind. It is a common problem for these poor municipalities to look for additional funds from sources other than their own (since IRA is very little in most of these towns).


The governor, in his speech had committed to provide funds up to Php5Million, coming from the provincial government, for the Kalahi-CIDSS purpose.
