DIPOLOG CITY, FEB. 29(PIA)--- Si Presidente Benigno Aquino III mipasalig nga hatagan na ug kasulbaran sa gobyerno ang problema sa kakulangan sa lawak-saringan sunod tuig.

Ang pasalig giluwatan sa Pamuno Nasod atubangan sa mga partisipantes sa 4th National Congress of the Coordinating Council of Private Educational Associations.

Matod pa ni Presidente Aquino nga kining tanan posibling mahitabo pinaagi sa mga reporma nga ipatuman sa kinatibuk-ang bureaucracy ug investment programs sama sa Public-Private Partnership Program.

Sumala pa sa Pangulo, dihang milingkod siya isi Pamuno Nasod sa Pilipinas,  mitaho ang Department of Education nga duna silay kulang nga 66,800 ka mga lawak-saringan para gamiton sa mga magtutungha.  

Sukad niadto, padayong napaubsan sa DepEd ang kakulangan sa mga lawak-saringan pinaagi sa pagpabarog ug 15 mil ka mga lawak-saringan niadtong 2011 ug laing 35 mil ang nakatakdang ipabarog usab karong tuiga.

Kompiyansa ang DepEd nga masulbad nila kining maong problema sunod tuig.

“Sa ato pa, sa tuig 2013, duna pay dugang 15 mil ka mga lawak-saringan ang magikan sa Public-Private Partnership Program plus uban pang donasyon gikan sa laing tinubdan, nga makapapas sa 66,800 nga kakulangan sa lawak-saringan sa ikatulo ka tuig sa atong administrasyon,” matod pa ni Presidente Aquino.(PNA/ATR/PIA9-Zambo Norte)

CHED-IX bares national quiz bee regional winners

DIPOLOG CITY, Feb. 29 (PIA) - - An education student from the HMIJ-Philippine Islamic College, Inc. in Zamboanga City has emerged as champion in the recently concluded regional elimination of the 32nd National Quiz Bee held at the Zamboanga City State Polytechnic College, Zamboanga City.

            Reycard B. Cabanlit of HMIJ-Philippine Islamic College, Inc. bested other contestants coming from 14 public and private colleges throughout the region. He was followed by Kevin James E. Limbaga, a political science student from the Andres Bonifacio College (ABC) in Dipolog City.

            The National Quiz Bee, which is conducted yearly by the Quiz Bee Foundation in cooperation with the Commission on Higher Education (CHED), Department of Interior and Local Government (DILG), Sun Cellular and other sponsoring agencies, aims to test the extent of knowledge among students on general information and international affairs.

            Cabanlit will represent the region in the national competition in March this year. His coach is Ms. Nuriza P. Jalani.

            The schools joining the regional elimination were Andres Bonifacio College in Dipolog City, Western Mindanao State University in Zamboanga City, HIMJ-Philippine Islamic College, Inc., Basilan State College, STI College Zamboanga, Brent Hospital and Colleges, Inc., Zamboanga del Sur Maritime Institute of Technology, Zamboanga State College of Marine Sciences and Technology, J.H. Cerilles State College-Dumingag Campus, Universidad de Zamboanga, Computer Technologies Institute, St. columban College, Jose Rizal Memorial State University and Claret College of Isabela.

DIPOLOG CITY, FEB. 29(PIA)--- Subling gibuhi sa Philippine National Police ang adhoc special police units aron mag-imbestigar ug magpahigayon ug operasyon batok sa naghitak nga illegal nga sugal sa nasod.

Kini human giisyo ni PNP Chief, Director-General Nicanor Bartolome ang Letter of Instruction No. 05/2012 nga nagbuhi ug balik sa PNP Anti-Illegal Gambling Special Operations Task Force  sa nasudnon, rehiyonal ug probinsyal nga level.

Ang AIG-SOTF sa nasudnon, rehiyonal ug probinsiyal nga level, mao ang responsable sa pagpatuman sa balaod batok sa mga illegal numbers game, partikularmente ang jueteng ilalom sa Presidential Decree No. 11602 nga na-amendahan sa Akta Republika 9287.

Ang AIG-SOTF mao usab ang responsable sa pagprodyus ug pag-analisar sa nakalap nga mga kasayuran may kalabutan sa illegal nga sugal, lakip na ang aktibong counter-intelligence ug imbestigasyon aron pag-ila sa mga personahe sa PNP ug mga opisyales ug mga empleyado sa gobyerno nga nalambigit sa illegal nga sugal.

Alayon niini, gitudlo ni Bartolome si Deputy Director-General Emil Sarmiento, PNP Deputy Chief for Operations isip Commander sa nasudnong PNP AIG-SOTF, uban kang Police Director Samuel Diciano, PNP Director for Investigation and Detective Management isip Deputy Task Force  Commander.

Maghatag ug dugang unod sa Task Force mao ang matudlong teams gikan sa Criminal Investigation and Detection Group(CIDG); Intelligence Group(IG); ug Special Action  Force (SAF).

Ngadto na sa  rehiyonal ug probinsyal nga level ang Regional Director ug Provincial Director maoy mangulo sa tagsa-tagsa ka AIG-SOTF sa ilang lugar nga pagalangkuban sa local police intelligence units, mobile groups ug CIDG.

Ang direktiba ni Bartolome naghatag ug gibug-aton sa “One-Strike Policy” ngadto sa mga Hepe sa Kapulisan nga nagpasagad sa ilang katungdanan sa pagsumpo sa illegal nga sugal sa ilang mga lugar nga nasakupan.

Ilalom sa One-Strike-Policy, ang unsa mang malampusong operasyon sa AIG-SOTF batok sa illegal nga sugal magresulta sa pagkalagpot sa Hepe sa Pulis sa usa ka lungsod o Precinct Commander.

Ang Hepe sa Pulis sa usa ka siyudad ma-relieve usab sa iyang puwesto kon duha sa iyang mga Police Community Precinct Commanders napalagpot usab sa puwesto gumikan sa susamang katarungan.

Ang pagka-relieve sa tulo ka mga Hepe sa Pulis sa us aka probinsiya o chartered city, ilalom sa One-Strike Policy magresulta usab sa pagkalagpot sa Provincial o City Director.

Governor Jalosjos leads in the ceremonial launching of the 15 hectares rubber nursery propagation center

Ipil, Zamboanga Sibugay , Feb. 29 (PIA) –  Zamboanga Sibugay Governor Rommel Jalosjos on Tuesday, February 28, 2012, led in the ceremonial launching of the 15 hectares rubber nursery propagation center under the so called  Rommel A. Jalosjos Tripartite Rubber Expansion and Enhancement (RAJTREE) for its 16 municipalities intervention at barangay Culasian, Titay, this province.

To signify the official launching of RAJTREE, a simple ribbon cutting ceremony was held at the said nursery site,  led by Gov. Jalosjos and was assisted by Titay Mayor Mecmec Rillera. The ceremony was witnessed by some municipal mayors, provincial board members, PNP officials and other provincial employees and officials.

In his welcome address, Gov. Jalosjos said RAJTREE is a different program for Zamboanga Sibugay. As some people are thinking that RAJTREE is head control in the industry, “NO”  basically, it’s purpose is to  help and strengthen the industry. This is the catalyst of our future, this is now the catalyst of what is Sibugay supposed to be for all our decisions, “that is what public service is all about giving back to the people,” Jalosjos emphasized.

“Let’s empower our people by giving them the opportunity to have choice in life for their children and the generations to come.” Jalosjos added.

The young governor was optimistic that all the guests and visitors who witnessed the event will  help Zamboanga Sibugay achieve its goal, dream and its reality. He also urged  the guests to support the program not only for the benefits of Sibugaynons, but for the entire Mindanao as well.

After the short program, the whole entourage proceeded to Veteran’s Village, Ipil for a tour at the first phase nursery project site, where some 600,000 rubber wildlings and seedlings are being propagated. The conference proper followed at Sibugay Grand Plaza Hotel, Sanito, Ipil. (PIA9/CAL)

Banco Cooperativa formally opens

ZAMBOANGA CITY, 29 Feb. (PIA 9) - - After 18 years of collaborative efforts, the Banco Cooperativa de Zamboanga was formally opened Monday to cater the needs of different cooperatives in the city.

Mayor Celso Lobregat led in the formal opening ceremonies that kicked off with a mass presided by Monsignor Cris Manongas and followed by the ribbon-cutting rite.  Assisting the mayor were Councilors Myra Paz Abubakar, Lilia Nuño, Abdurahman Nuño, Rudy Lim, Benjamin Guingona III, Eduardo Saavedra and Reynerio Candido, Banco Cooperativa de Zamboanga Manager Baltimore Lazaro, Cooperative Development Authority Regional Director Harmonio Paa, People’s Credit and Finance Corporation President and Chief Executive Officer Edgar Generoso and  Bangko Sentral ng Pilipinas (BSP)-Zamboanga City Branch Head Melodino S. Patiño.   

The first ever cooperative bank in the Region, the Banco Cooperativa de Zamboanga is a one floor building with an area of 116 square meters costing P2.2million. It broke ground August 9 and was completed right on schedule

The initiative to establish the said bank started in 1992 and it took a series of hard works, reorganization among its primary cooperatives and campaigns to raise the required initial capital until the Bangko Sentral ng Pilipinas issued a resolution, authorizing its establishment on November 25, 2010.0

Long before the approval came, Mayor Celso Lobregat and his mother-the late Congresswoman and Mayor Maria Clara Lorenzo Lobregat lobbied for the lifting of the moratorium on the establishments of banks.

District I Congresswoman Beng Climaco also exerted efforts to ensure the early grant of authority  by the Banco Sentral ng Pilipinas (BSP).

Their efforts had paved the way for the issuance of BSP MB Resolution # 1698 of 2010, allowing the creation of a cooperative bank in the city.

On July 18, 2011, Lobregat signed the Usufruct Agreement that allows the Banco Cooperativa de Zamboanga to use a government lot at Sta. Cruz Commercial Complex where the bank is now situated.

The 15 incorporators of the Banco Cooperativa are Micro Entrepreneur Multi-Purpose Cooperative, People Micro Finance Cooperative, Philippine National Police-Rainbow MPC, Zamboanga Peninsula Teacher’s and Community MPC, Zamboanga City Community MPC, PHILPOST 9 Credit Cooperative, Zamboanga Social Welfare and Development Cooperative, Recodo Integrated Workers MPC, Office of the City Veterinarian Employees Trust MPC Mines and Geosciences 9 Employees MPC, City Civil Registrar’s Office Employees MPC and City Human Resource Management MPC. Zambo Int’l Filmfest culminates on a high note

 ZAMBOANGA CITY, 29 Feb. (PIA 9) - - As the 2012 Zamboanga International Film Festival drew to a close, the Film Development Council of the Philippines (FDCP) and the city government honored participating filmmakers Monday evening.
FDCP Chairman Briccio Santos expressed gratitude to the people of Zamboanga for the overwhelming success of the first-ever international film festival held in the city.

The just-concluded festival, which formed part of the celebration of the city’s 75th Dia de Zamboanga, screened a total of fourteen (14) cinematic pieces, including 5 Spanish films. It was the second Sineng Pambansa to be conducted in the city in two years and was highly successful.
Mayor Celso Lobregat also thanked FDCP for not only “bringing Filipino films to Filipinos” in Zamboanga but for affording the city an opportunity to correct negative misperceptions most people have of the city.
Aside from film screenings, the 2012 Zamboanga International Film Festival also held workshops for aspiring filmmakers which, Santos noted, was well attended.
Santos also praised the entries to the Cultura de Zamboanga Short Film competition which, he said, showcased the promising talents of Zamboangueno filmmakers.
Of the six short films that made it to the final judging, Aedrian Daniel Araojo’s Fuerza, Emery Lyndon Blue’s Soseso and Alphad Suba’s Correjii earned the judges’ nod, winning first, second and third place, respectively. The winning filmmakers took home PhP30,000.00 (1st), PhP20,000.00 (2nd) and PhP10,000.00, among others.
The other finalists included Mark Anthony Lee’s Momento, Swhazcy Isidro’s Roga and Alvin Dacanay’s Empesadora.
To further bring independent films to Zamboanguenos as well as encourage filmmaking endeavors in the city, Santos also revealed plans to put up a Cinematheque, a 150-seater theater, where locals can watch indie films any day of the year for free.
In response, Lobregat shared that a lot was already identified for the proposed Cineplex to be leased from the city government for twenty years at PhP 1/year.

Spanish gov’t to help Zambo preserve Chabacano- envoy

ZAMBOANGA CITY, 29 Feb. (PIA 9) - - Spanish Ambassador to the Philippines Jorge Domecq, who came here to keynote the 75th Dia de la Ciudad de Zamboanga last Sunday, assured that the Spanish government is committed to help the city government in its effort to preserve the city’s Spanish derivative language called Chabacano.

“We have to do all we can. The Spanish government has decided to help preserve the Chabacano, which I think is a unique language, a very rich language which is not that known by so many people and so I think it ought to be protected and preserved,” Ambassador Domecq said when interviewed during his visit to Sta. Cruz Island.

Asked how he would assess Chabacano in comparison with Spanish, Domecq said, “I was very impressed. I was very moved when I heard people speak the Chabacano. To come to a city in the other side of the world and to hear a language which is the sister of your own language, it’s fantastic!”

According to the ambassador, the Spanish embassy in Manila will regularly organize series of activities aimed at preserving Chabacano and will also consider the publication of books in Chabacano in partnership with other organizations.

For example, he said, in the month of March the embassy will be having Instituto Cervantes, a Spanish non-government organization teaching Spanish language across the world, in a series of activities.”We will be having a cycle of Chabacano films or movies,” he said.

“To preserve Chabacano, we will also organize a conference in July together with the association of Chabacano at La Salle University,” the Spanish envoy said.

For his part, Spanish First Secretary Antonio Garcia, who joined the ambassador in his trip to Sta. Cruz Island together with Mayor Celso Lobregat, suggested that Chabacano can be declared an intangible heritage by the United Nations Educational, Scientific and Cultural Organization (UNESCO).

The UNESCO seeks to encourage the identification, protection and preservation of cultural and natural heritage around the world considered to be of outstanding value to humanity. It is embodied in an international treaty called the Convention concerning the Protection of the World Cultural and Natural Heritage , adopted by UNESCO in 1972. (RVC/VL/CIO/PIA- ZBST)

Zamboangueño renowned artist mounts solo exhibit

ZAMBOANGA CITY, 29 Feb. (PIA 9) - - Zamboangueño renowned artist Rameer Tawasil mounted a solo art exhibit, February capping the highly charged Dia de Zamboanga activities.

Organized by the city government and the Council for Culture, Arts and History of Zamboanga City (CCAHZC), the event was graced by no less than by Spanish Ambassador Jorge Domecq and his lady Rosa Rufino de Domecq and other Spanish Embassy officials.

Mayor Celso Lobregat and Ambassadoro Domecq led the ribbon-cutting ceremony of the art exhibit at the Lobby of Garden Orchid Hotel. The simple program took place minutes after the grand program of the 75th Dia de Zamboanga held at the Joaquin Enriquez Memorial Sports complex.

Rameer Tawasil is an internationally acclaimed artist who works hand in hand with the City Government to promote the magnetic appeal of arts among young artists. His creations displayed in the said exhibit will be used for another exhibit in Malaysia this coming month.

During the cocktails, aside from being amused by the artistry of the creations displayed, Ambassador Domecq was apparently captivated by the music offered by the Zamboanga Hermosa Chorale.

The internationally-awarded choir group rendered several Spanish songs that won the appreciation and delight of the Spanish Ambassador and his lady Rosa. 

Present also during the affair were the Honorary Consul of Spain in Zamboanga Ramon Balaguer, Film Development Council of the Philippines Chairman Briccio Santos, Councilors Vincent Paul Elago, Rogelio Valesco Jr., Myra Paz Abubakar and Rudy Lim.     (RVC/RA/CIO/PIA- ZBST)
